			<content:encoded><![CDATA[<p>In a major win for Unions a Federal Judge struck down two parts of Scott Walker&#8217;s anti Union Act 10.  The requirement for annual certification and the collecting of dues from pay checks are gone.  This means that once the changes go into effect we may be able to collect dues from our pay checks again.  For many former members of AFSCME Local 952 paying their dues by bank draft was a major hold up for rejoining our local, this will not be a problem any more.</p>

			<content:encoded><![CDATA[<p>Yes we are.  We aren&#8217;t a certified  Union and that&#8217;s a good thing.  AFSCME District Council 48 and its Union Locals choose to not play Governor Walkers certified Union game.  Under the new law a certified Union requires 51% of the membership to vote to keep the Union active.  After that the Union  is bound by the rules of Act 10, rules that were designed to limit our voices and our power.</p>
<p>We have chosen to become an non certified Union and this is actually to our advantage.  We are not bound by the strict rules of Act 10 and with the recent passage in Milwaukee of the &#8220;Meet and Confer&#8221; rule still have a voice with the City.  Our staff representatives are free to directly lobby the Common Council for improvements to wages, benefits and working conditions.  It was through this lobbying effort that we won back one of 2012&#8242;s proposed furlough days.  A certified Union is restricted in asking for pay increases for its members, but as a non certified Union we can ask the Common Council to consider any pay increase that we feel is appropriate.  We still have the power to represent our members in disciplinary and work place safety grievances, and our members still have the right to stop a meeting with management and request their Union representatives.</p>
<p>Yes we are still a Union.</p>

			<content:encoded><![CDATA[<p>On Tuesday just after midnight the effort to recall Governor Scott Walker began.  There is a lot of work to be done collecting the signatures needed to begin putting Wisconsin back on track.  The best way to get involved is through <a title="A United Wisconsin To Recall Walker" href="http://www.unitedwisconsin.com/" target="_blank">A United Wisconsin To Recall Walker.</a>  The first week of the recall will be featuring a rally in Madison at the State Capitol building.  Pre-rally events begin at 11:00am and the rally begins at 1:00pm.  Buses will be available from D.C. 48 at 3427 W. St. Paul Ave. departing this Saturday morning at 10:00am and returning by 5:00pm.</p>
